Mozambique will see major developments and economic benefits over the next 5 years as a result of the gas discoveries and projects. However, companies are unsure of the legal and fiscal landscape governing the industry. On the 3 October, in Johannesburg, we will be hosting the Petroleum & Taxation Law Mozambique 1 Day Briefing.
The Petroleum Regulations and Petroleum Tax Laws apply to any undertaking conducting “petroleum operations” (as defined in the Petroleum Law). The regulations generally follow the structure and content of the regulations they replace but include certain new provisions, mostly to reflect the additional requirements imposed under the Petroleum Law and Petroleum Tax Law.
During this exclusive briefing, we will provide much needed clarity as to the way in which the Petroleum Law and Tax Law impact business’ already operating in Mozambique or those considering entering Mozambique. Plus, we will drill down into the Local Content decree and the compliance requirements thereof.

Pedro Couto, Graduated in Law at the University of Eduardo Mondlane, in 1995. Post-Graduated in Corporate Law, in the Faculty of Law at the University of Lisbon, in 1996. Post-graduated in Administrative Law at the University of Eduardo Mondlane in partnership with University of Lisbon, in 1998. Post-graduated in Project Finance Structure at the University of Cape Town, in 2000. Presently, Chairman and is in charge of the Department of Energy, Natural Resources and Infrastructures at Couto, Graça e Associados (CGA). With 23 years of experience, as General Counsel of private companies, State organisations and corporations throughout Mozambique, is involved in initiatives such as BOT, BOOT, restructuring of companies, foreign investment, financing, privatization and public procurement (transport, mining, aviation, energy, oil, gas, Port, rail and business infrastructure). He is an expert in Project Finance and Finance Structure having participated in most Power and Infrastructure projects in recent years in Mozambique.
Telmo Ferreira, graduated in Law at the University of Eduardo Mondlane, in 1999.Presently, Managing Partner and in charge of Corporate and Tax department at Couto, Graça e Associados (CGA). With 19 years of experience in corporate world, his expertise has been crucial for the legal viability and success of some of the major transactions involving companies operating in key economic sectors. That includes, among others, advising mergers and acquisitions on the banking and industrial sectors, listing of companies, IPOs, corporate governance, financing and concession contracts in various sectors. Recently has been involved in some of the most relevant concessions in Mozambique on Mining and Oil & Gas sectors, including Area 4 of the Rovuma Basin.
